I got to meet the people from Simple Telecom this past week at the Vonexus Connection Conference. Here is an interesting release from the company. The voice broacasting market seems like it is growing quickly or at least many companies are jumping into the space.
Release:

Global Connect has offered voice broadcasting at www.gc1.com since 2000.
Our products include best-of-breed Text-to-Speech engines, Complex IVR callflows, PBX navigation, and many detailed reports.
Also, while we are talking about Voice Broadcasting. I wanted to mention that Global Connect Voice Broadcasting has been using VoIP, SIP, VoiceXML for years. Our SIP implementation has had to evolve to comply with standards and continue to interoperate with our service providers. Our in house capacity is more than 500,000 calls per hour.
I've been using a company called Message Communications. Their service ends up costing a LOT LESS than 3 cents per dial, and i've been really happy with the service. They only charge you for the interested people who press 1 to be connected to you ($6 per transferred call), and my overall cost per dial ended up being less than a penny. Highly reccomend them! www.messagecommunications.com
It seems that there are closed for business...a few forum threads on the internet confirm the same.

I use SKYY Communications for my campaigns, and I pay around 2 cents per dial. And they charge me for successful dials only.
6 dollars per transfered call is way too much. My rate per transfered call comes out to be anywhere between 2-3 dollars!
I highly recommend them: www.skyycommunications.com
I need to know if you provide the lists, and if your $.03 per call is for all calls made or can I specify for live answers only? I do not want to pay for no answers, or answering machines.
I also need to know if I can test your services before spending any real money.
bware of message communications they are 60 secontds increment
I've used a few of the mentioned companies. We use a few different companies. For low cost voice messaging we use www.protus.com. For outbound IVR and custom apps we use www.f9group.com.
I use PrimaryContact there are a Canadian company and they are not bad. There prices are very low. i was paying 2 cents per min.

I've used voicelogic.com for voice broadcasting. They load everything for you. they convert the data file.
you get a different report for every transmission.
I just send them the file, and do everything.
