Lobbyists Writing US Telecom Policy?

It should be apparent that lobbyists are responsible for US telecom policy. What is surprising however is the scandal involving John McCain who is trying to squelch a New York Times story which will break news that a woman lobbyist helped write telecom legislation. This according to the Drudge Report.
There is a slight chance that this scandal (if true of course) could send a shockwave throughout the government and subsequently put a wall up between telecom policy and lobbyists.
Or perhaps this could just be wishful thinking on the part of companies looking to compete in the telecom market.
