Disney Japanese MVNO

Is Japan a better MVNO market than the US? Apparently Disney thinks it is as they are bailing from the US MVNO market while launching an MVNO in Japan with the aid of Softbank.
It is a shame that the MVNO market hasn’t been such a good business opportunity in the US. I wonder if Japan will be a good place for companies to prove the model works well and this in turn will lead to valuable experience which can be utilized to launch more successful MVNOs in the US
