        <![CDATA[<p>He was friendly to VoIP, but he was a horrible censor who consistently flouted the first amendment.  He was responsible for the digital over-the-air tv conversion that has kept millions of people from being able to access free over-the-air tv.  He enacted HD device standards that enforce implementation of the broadcast flag depriving consumers of fair-use despite a public outcry that stopped similar legislation in Congress cold.  Good riddance to Powell.  I'm glad that he's gone, but I'm sure that he'll enjoy lucrative consulting gigs from those companies who he helped at the expense of the American people.<br />
