<p>Basically, the FCC has already sided with the VoIP service providers, so Minnesota had no choice.  Federal govenment trumps state government when it comes to telecommunications (among other things).</p>

<p>But this doesn't mean heavily regulates states won't give up fighting VoIP.  We'll see what creative 'loopholes' the states come up with next.</p>]]>
