FCC Grants Partial Victory To Small Carrier Cell Roamers

The FCC has ruled that when customers of smaller wireless companies roam to the service areas of larger cell carriers, those carriers will be compelled to offer them voice and texting service.

Data roaming isnot included in this order, despite the stated wishes of . Democratic Commissioners Michael Copps and Jonathan Adelstein who both said they were in favor of data service being covered by the new rules.

I believe we should have taken another step forward today," Copps said at the meeting. "Consumers rely upon their mobile handsets these days for a dizzying array of data services, going well beyond those we cover in today's item."

FCC Chief Kevin Martin said the marketplace should be in the position of determining if and when such provisions are guaranteed to mobile roamers.

Terms offered in the ruling explain the services thus provided as  " reasonable and non-discriminatory."

These rules do not impose any kind of a price cap on roaming, just its availability.
