SIP Magazine is a great resource and Voipreview is now featuring SIP Providers so consumers can rate and review their services.
Another up and coming resources is Compare VoIP Provider Rates. Right now it's more of a factual rate comparison, but in the future things like a review section will be added.
A good SIP provider (OK, I'm biased...) to check out is Future Nine Internet Phone Service. Cheap and to the point!
