BellSouth Obstructing FTTP in Louisiana?

This article from USAToday came to my attention today:

Bells dig in to dominate high-speed Internet realm

If I understand correctly, in recent years, SBC and BellSouth have begun dragging their feet on fiber deployments, only taking fiber to the node or the curb in many neighborhoods, relying on poky copper wire to deliver connectivity the rest of the way to homes. (Not so with Verizon, which is moving ahead with complete FTTH construction.)

The USAToday article spotlights the efforts of the small town of Lafayette, Louisiana, to undertake their own FTTP program. Allegedly, BellSouth is trying to block the project to protect its turf. The result: $400K in legal costs for the town, while consumers' access to true broadband connectivity is bollixed.
