RedSky's E911 Manager Now Compliant with Avaya Aura Session Manager 6.1

We're excited to finally be able to announce that E911 Manager is the first E911 solution to offer full location tracking and real-time location updates for SIP phones on the Aura Session Manager platform.

We've been working with Avaya for several months to help them "increase the granularity of SIP handset location information for emergency dialing." Those are the words of Steve Durney, solution director for Avaya Aura Session Manager, who first approached RedSky about collaborating on this important feature for ASM 6.1.

It stands to reason that mobile workers, using phones that can easily move from location to location, need real-time location information in order to be fully protected in the event of a 9-1-1 emergency. Other E911 solution providers can only update information every 4 minutes or so.

If you're faced with a life-threatening emergency, do you want your phone sending old information to emergency responders?

Read more about today's announcement here

Review the DevConnect Interoperability Test Report here

Large School District Implements E911 During IP Conversion Project

By Helen Hironimous, Guest Blogger

Prior to 2006, all 9-1-1 calls made by the School District of Palm Beach County (SDPBC) came from red analog Emergency Phones that were placed in the Front Office of each school location. In May 2000, the district experienced a shooting at one of our schools that killed a popular teacher. When the school called 9-1-1 the call was made from the Red Phone (Emergency Phone) in the Main Office. The shooting occurred in a classroom. The Emergency Response Dispatcher only knew that the call was coming from the School District of Palm Beach County. They did not know what school, or where on the campus the call was coming from.

In 2006, the school district began their journey into new technology with the IP Conversion Project and installed a PBX at every school location in the district to bring us into the VoIP era. As part of this IP Conversion Project, RedSky’s E911 Manager was introduced to manage E911 for the School District.

As the IP Conversion Project began, we looked at how school campus security could be enhanced and after learning about RedSky and how the information provided by RedSky to Emergency Responders can provide life-saving time and information, our project was born.

The IP Conversion Project along with the installation of RedSky’s E911 Manager began in August 2006 and was completed in March of 2009. We have over 23,000 analog, digital and IP telephones in our district and E911 Manager is installed at 209 sites. E911 Manager automatically updates the AT&T ALI database daily with the location of each phone.

Today, our system handles 8-15 emergency calls per day; 75% are valid 9-1-1 calls and 99% are injury related.

The Emergency Response Center and SDPBC School Police Department are able to see:

Name of School, Department of Site

Street Address, City, Zip Code

Floor number that the telephone is located on

Building ID where the telephone is located

Telephone number of the telephone making the 9-1-1 call

Each Principal/Department Head at each school/support site location is notified via e-mail when a 9-1-1 call is made

These E911 reports are auto-generated daily:

IP Phone report – identifies location of all IP phones

9-1-1 Call report – date, time and location of all 9-1-1 calls

Missing Info report – identifies any phone that does not have a location

Rejection report – identifies location records that were rejected by the AT&T ALI database

I hope you’ll continue to join us on our journey to provide safety information for Educational Facilities.

RedSky presents to California Public Utilities Commission on MLTS E911

By Nick Maier
I recently represented RedSky before the California Public Utilities Commission (CPUC) hearings recently regarding E911 for enterprises that use Multi-line Telephone Systems (MLTS) in the State of California. The CPUC has regulatory jurisdiction over the 9-1-1 Emergency Calling network in CA including all PSAPs and telecommunications service providers in the State. California's Public Safety Answering Points (PSAPs) have identified an increasing problem of 9-1-1 calls coming from enterprises that use MLTS systems (PBXs, IP/PBXs, SIP PBXs) that do not have a location established for the 9-1-1 caller. This results in calls being sent to the wrong PSAP or emergency responders being dispatched to the wrong location.

Participants in the two-day discovery session included representatives from AT&T and Verizon, the major carriers that support the 9-1-1 network and ALI databases in the state as well as CLECs, 9-1-1 county coordinators, PSAP operations managers and third party solution providers like RedSky.

In RedSky's presentation to the Commission, we stressed that there is a wide range of solutions available to enterprises to enable and automate E9-1-1 and that E9-1-1 can be implemented simply and inexpensively for most small- and medium-sized enterprise environments using PS-ALI, DIDs and ELINs. RedSky presented two case studies on large enterprises (Fox Entertainment and the California Automobile Association) that use RedSky software to automate their E9-1-1 processes in complex, multi-building environments.

The CPUC will assemble conclusions and recommendations from the meeting and then allow a 30-day comment period. There was consensus amongst the participants that E9-1-1 for MLTS is an important issue to address for the following reasons:

E9-1-1 for MLTS can dramatically improve the quality of emergency response to the enterprise.

E9-1-1 helps make efficient use of scarce emergency responders resources.

E9-1-1 for MLTS can be implemented simply and cost-effectively by enterprises in CA.

Enterprises that deploy E9-1-1 are safer and more employee friendly and E9-1-1 reduces the risk profile of the enterprise.

For more information on E911 legislation, the RedSky website maintains the latest on federal, state and local E911 legislation here.
