Filtering Skype in the U.S.

I've had Skype on the brain over the last few days.� Specifically,�in light of China Telecom's ban on�its subscribers using�Skype�coupled with�Verso Technologies releasing an application that�enables carriers to block all peer-to-peer traffic, I've been considering the concept of Skype filtering.

Would such a P2P filter fly in the United States?� My first inclination is�to say�no.��While getting something for nothing offends the sensibilities of those who like to make money, it appears that the regulatory environment - not to mention the millions of Skype users in the country - won't look too kindly on such an application.

On the same day that�it deregulated DSL,�the�FCC adopted a policy statement designed to�"preserve and promote the open and interconnected nature of the public�Internet."� The statement sets forth four principles, including the following:

- consumers are entitled to run applications and services of their choice, subject to the needs�of law enforcement;

- consumers are entitled to connect their choice of legal devices that do not harm the network; and

- consumers are entitled to competition among network providers, application and service providers, and content providers.

Though they do not carry the same weight as FCC rules, one can make a compelling argument that the three principles set forth above would block the Skype blockers from blocking Skype.�

It also doesn't help Skype's Web site quotes former FCC Chairman Michael Powell marvelling at how�the telephony game has changed as a result of the Luxemborg-based company.

The toothpaste, as they say,�is already out of the tube.

Don't get me wrong.� There will�be a healthy market for Verso's technology.� Indeed, Verso has a major international presence, which�CEO Monty Bannerman pointed out to me in an interview on Wednesday.�

Just don't expect the Skype blocker being met with open arms, or closed ports, here in the United States.
