Telecom Mergers and the FCC

September 22, 2005

Reuters reported today that Federal Communications Commission Chairman Kevin Martin is planning to forward proposed orders regarding the SBC/AT&T and Verizon/MCI mergers to his fellow commissioners for their review.

Martin, according to the Reuters article, is looking for votes on the mergers to take place some time in mid-October.

The push to move the mergers forward is particularly interesting given the evensplit between two Democrat and two Republican commissioners at the FCC.

Martin, therefore, will most likely have to pursuade one of the FCC's Democrats, either Michael Copps or Jonathan Adelstein, to vote in favor of the deals.

In early August, newsoutlets (including Telecom Watch) reportedthat President Bush was planning on announcing two nominees to fill theseats left by then-Chairman Michael Powell and current commissioner Kathleen Abernathy, who announced that she is stepping down at the end of her term.

The announcements, however, have not materialized, thereby providing Copps and Adelstein in pretty good bargaining positions.
