In what is a very strong indication of how serious the country of Kenya takes its National fiber infrastructure you get life in prison for damaging a fiber cable.

Telcos found guilty of tampering with their rivals' infrastructure will now be liable to a fine of KES10 million (USD119,000), life imprisonment and a revocation of their licence."
That is as strong a commitment as one can get short of the death penalty.
