Russian Government Buys 20% of Indian Telecom Provider

Will this be good or bad for Russian consumers and businesses and the rest of the world?

"The Russian government is to buy a 20% stake in Sistema-Shyam, an Indian telecom service provider. The total value of the deal amounts to RUB 34.3bn ($1bn).
Sistema is the major shareholder in Shyam Telecom and operates under the Rainbow logo."
