Many countries have ties between their rulers and the telecom companies that operate in the country. Quite often telecom companies are looked upon as just another tax that the monarchy or ruling political party generates revenue from. It is not unlikely to have the ruler's brother or other family member in charge of the nation's phone company. That is why there is potential for VoIP blocking in many countries and in many cases that potential turns into reality. Russell has more on this story.
